These are the instructions for manual MMC snap-in installation.  This will add gpedit to XP Home.

Firstly download the zip file Click To Download

1. Unzip the file.
2. Copy the contents of the System32 Files folder to c:\windows\system32

          These files must go in c:\windows\system32 folder
               appmgmts.dll
               appmgr.dll
               fde.dll
               fdeploy.dll
              gpedit.msc
              gpedit.dll
              gptext.dll

3. Copy the contents of the System32 Files folder to c:\windows\system32\GroupPolicy\Adm (if this folder does not exist you must create it.

          These files must go in c:\windows\system32\GroupPolicy\Adm folder
               system.adm
               inetres.adm
               conf.adm

4. Once you have these files in place double click on the file install.bat  This will register all the above files with Windows XP Home.  Once completed it should open gpedit.msc
